Ministry of Foreign Affairs, European Union and Cooperation

The Office of the Secretary of State for International Cooperation and for Ibero-America and the Caribbean (SECIPIC) of the Ministry of Foreign Affairs, European Union and Cooperation is responsible for the drafting, management, implementation, monitoring and evaluation of foreign policy for Ibero-America, international development cooperation and the coordination of cultural activities abroad. It also organises and coordinates the Ibero-American Summits and the planning and launch of activities in the Ibero-American Community of Nations; collaborates with and supports the work of the Office of the Secretary-General for Ibero-America; and fosters and coordinates Spain's presence in the Organization of American States (OAS) and in various other Ibero-American multilateral organisations and agencies.

The Office of the Secretary-General for International Development Cooperation and the Directorate-General for Ibero-America both report to the Office of the Secretary of State for International Cooperation and for Ibero-America (SECIPI). The SECIPI also provides operational and structural support for associated institutions such as the Spanish Agency for International Development Cooperation (AECID), the Instituto Cervantes and the Spanish Royal Academy in Rome (RAER).

The Office of the Secretary of State for Foreign Affairs (SEAEX), as the competent body for drafting and implementing foreign policy corresponding to the United Nations system and other intentional organisations, also manages, coordinates and monitors compulsory contributions to international organisations and implements the budget for voluntary contributions to foreign-policy associated activities, which are often connected to development cooperation.

In turn, the Office of the Secretary of State for the European Union (SEUE) monitors the activities of the European Union within its broad range of policies and especially in terms of its foreign relations and development cooperation policy.
