Secretary-General for Development Cooperation

According to Royal Decree 342/2012, dated 10 February, which sets forth the basic structure of the Ministry for Foreign Affairs and Cooperation, the  Office of the Secretary-General for Development Cooperation (SGCID) assists the Secretary of State for International Cooperation and Latin America in the drafting, management, implementation, monitoring and evaluation of the international development cooperation policy and the coordination of cultural activities abroad.

The SGCID is responsible for drafting the 4-year Master Plan for Spanish Cooperation and for the yearly planning of its application. It also drafts and monitors sector-specific and cross-sectoral policies for development and for bilateral and multilateral strategies, in line with international aid effectiveness principles.

In addition, it also collaborates with General State Administration agencies that are involved in the drafting, coordination and monitoring of Spanish policy in multilateral development organisations and initiatives, especially in the European Union, the United Nations system (UN), the Organisation for Economic Co-operation and Development (OECD) and the G-20.

The SGCID also analyses and contributes to the drafting of financial proposals to multilateral development organisations, working alongside other office within the same Department, the Spanish Agency for International Development Cooperation and other Ministerial Departments involved in the same field of work. Participating in international forums on the effectiveness and quality of development aid, such as the Development Assistance Committee (DAC) of the OECD. Driving forward development policies within the field of Public Administrations, without disregarding the responsibilities of other ministerial departments. Promoting education, research and study about and for development and coordination between all participants in the field of development cooperation. On the other hand, the SGCID is also responsible for implementing its budget in conjunction with the Spanish Agency for International Development Cooperation (AECID) departments that manage the corresponding financial instruments. Developing the calculation and monitoring of Spain's official development assistance , as well as the communication of data to the DAC of the OECD.

The scheduling, coordination and monitoring the evaluation of international cooperation strategies, instruments, intervention, programmes and projects; issuing recommendations for improving activities, knowledge management and the publication of evaluation reports; strengthening the Spanish cooperation evaluation system and fostering an evaluation culture among contributors to the system.

The SGCID is also responsible for the relationship with the Spanish Cooperation consultancy and coordination organisations.

The SGCID comprises: the Sub-directorate General for Development Policies, the Evaluation Division for Development Policies and Knowledge Management and the Work Areas for Planning and Development Policies, reporting directly to the Office of the General Secretary.
